Will rattle can paint adhere to non-glossy powder coated surfaces?

I bought a black powder coated bed that I would like to paint with antique white rattle can spray paint and then distress it with sand paper and leather to allow some of the black to show through. The powder coated surface is not glossy at all and, in fact, has a very slight amount of texture to it, kind of like 300 grit sand paper (only it doesn't quite have the same feel as sand paper) Should I sand the black powder coat down at all or should I just clean the surface and cover? Will there be any adhesion issues?Will rattle can paint adhere to non-glossy powder coated surfaces?
Clean the surface and use a primer. If there is any question about paint adhering well, use a primer. That will take and hold your finish coat.

For powder-coated surfaces, lightly sand with 100 to 180 grit sandpaper to allow the primer to grip, them prime and then paint.

Paint adheres well to powder coat. But Spray paind doesn't cure well, and can remain sticky forever. I'd buy a quality paint and rent a spray gun for longer lasting results.
powder coating is like a plastic coating, so get some krylon brand

spray paint, for plastic wipe the frame down with TSP

let dry paint it
