my scooter legshields have rotted through in little specs. can I fill them and still have it powder coated? or will the particles not stick to filler? any particular filler i should use?

No you will have to remove the corroded ares and weld in plates accurately to fill the holes and use as little filler as possible.
The best bet then would be to paint rather than powder coat although i can see why you would prefer powder to paint.Powder coat filled metal?
Not really - the process is a bit too harsh to use on filled panels.
