I would think you could just powder coat right over the top of the present powder coating. There are powder coating shops that you should talk to and read about other options on Eastwood's website:

Powder Coated Wheels?
I've got a set of Powder Coated wheels for my motorbike but I'd like to polish the rims and spray them another colour. Does anyone know of a product that will remove the powder coating without damaging the wheels? UKPowder Coated Wheels?
