Nope, ain't gonna happen. You need to have bare metal in order for a powder coat to stick. Depending on what you are about to powder coat, it may be cheaper to just get the bare part than to remove the chrome.
You can paint over chrome if you rough up the finish, but it don't last long. Ride in the rain down here in FL all the time, lot's of my parts get rusty. Including the chrome, which you would not expect. No new bike anymore. I'm buying used and putting the extra dough into paint and powder coating.
