Flea powders are safe if you use one suitable for cats, and for the age of your particular kitten (read the label) and follow the instructions. My vet said to bathe my 5 week old kitten with Dawn dishwashing liquid for fleas. Study up on kitten bathing before doing so though. I also adopted a 4 week old kitten from the shelter and they put a little Advantage on her. Let the vet do any putting stuff on the kitten as she will know the proper doseage for the kitten's weight and what is safe to put on. The WalMart stuff is a waste of money anyway, it doesn't work.
It might do, some flea powders are pretty harmful. I mainly concerned that you're using a powder at all really - they're outdated methods of flea control because they don't work well and are very often harmful. I've seen both cats and dogs come in with seizures and other bad reactions to store-bought treatment.





Do your cat a favour and wash this crap off. Treat it with something from a vets - yeah it's more expensive, because it works! You can get plenty of treatment from a vets that is perfectly safe for a young kitten, even if they lick it.
