Where can i get the silver powder and the metal coat for pokemon emerald?

i really need those!Where can i get the silver powder and the metal coat for pokemon emerald?
to get metal coat just keep on using thief or covet on magnemite. i suggest kecleon and zigzagoon or linoone.
